Ample Reserves, Hollow Buffers: Reserve Distribution and Policy Incidence in U.S. Banking

This paper shows that reserve-policy incidence depends on bank-level, not system-level, conditions. Even in an ample-reserves regime, deposit-weighted distributions reveal thin buffers that can reactivate the deposit-tax effect when reserve remuneration falls below market rates.
